Since the attacks of Sept. 11, 2001, the terrorist threat has metastasized. Rep. Barragán managed the Democratic side of the floor on Sept. 12, 2017 to secure House passage HR 2470, which would require the Department of Homeland Security to conduct an annual assessment of the terrorist threat.
